The enterprise segment is Bright Data, Oxylabs, NetNut and partly Decodo. Entry point is usually $300/month with a one-year minimum contract. In return you get a dedicated manager, guaranteed metrics (uptime, success rate in the SLA), and the option to sign a DPA for GDPR compliance.
